My laptop is starting/loading so slow.?

When I turn my laptop on, it takes about 10 minutes for the start button and desktop icons to appear. I am only able to see my desktop background photo. I've tried system restore several times but it always says it was unsuccessful. What can I do to fix this issue? Thanks a lot.
