Computer is loading slowly?

When I turn my laptop on, it takes almost 10 minutes for the icons and start button to appear. The only thing I can see is my desktop background photo and that is it. When I try a system restore to previous dates, it always says it is unsuccessful. Just wondering what my options are in solving this problem. Thanks a lot.
